JOB DESCRIPTION

JOB SUMMARY

This position performs highly technical and skilled work, involving the review of plans, and the inspection of municipal construction, by securing compliance with City ordinances and regulations governing the building industry.  An employee in this class assists the Building Official in technical interpretations of construction-related codes, examines a variety of types of building plans to insure compliance with City ordinances, the technical codes as required under the Florida Building Code, City amendments to the technical codes, and a variety of additional codes and standards.  An employee in this position may be required to conduct inspections pending departmental needs.  The Plans Examiner I position reports to the Building Official.  This is a non-exempt position.

ESSENTIAL JOB FUNCTIONS 

  • Responsible for reviewing and examining a variety of construction plans, covering residential and commercial construction, both public and private, for compliance with City laws, ordinances, state and federal laws, statutes and codes.
  • Makes inspections of new and existing construction in residences and buildings, both public and private, for conformance with safety standards, laws and ordinances, and technical codes, as required.
  • Insures that licensed and registered contractors perform construction work.
  • Prepares reports and maintains records of work performed.
  • Performs other related duties as assigned.

QUALIFICATIONS

Educations and Experience:

Bachelor’s degree in building construction, architecture or structural engineering.

Five (5) years of experience as a building inspector, engineer, architect, superintendent or foreman in charge of construction. 

Special Qualifications:

Valid Florida Driver’s License with acceptable driving record.

Must be a State of Florida Certified Building Inspector, be Certified as a One & Two Family Dwelling Plans Examiner, and have two (2) additional trade certifications as a Plans Examiner.

Knowledge, Skills and Abilities:

  • Ability to demonstrate initiative and resourcefulness in handling general documentation issues, general construction problems, and other matters related to the department.
  • Knowledge of the methods and practices involved in the construction industry.
  • Knowledge of possible defects and faults in construction, and the knowledge of when such defects are most easily located and remedied.
  • Skill in performing math computations, understand and interpret complex code material, communicate clearly; both orally and in writing. Ability to determine that such plans, drawings, blueprints, specifications and related documents, conform to all relevant codes, ordinances and standards.
  • Skill in researching all relevant codes, ordinances and standards, to determine, verify and double-check that the plans, drawings, blueprints, specifications and related documents are in conformance.
  • Ability to read, understand and interpret plans, drawings, blueprints, specifications and related documents.
  • Ability to recognize and explain when plans, drawings, blueprints, specifications and related documents are not in conformance with specific codes, ordinances and standards.
