Description

1. Plans the objectives, scope, and methodology of audit engagements.
2. Analyzes risk areas and internal controls within assigned construction projects.
3. Develops an audit program to test the design and effectiveness of internal controls per applicable internal auditing standards based on audit objectives and assessed risks.
4. Plans and performs construction audits, reviews, and other special projects under the general guidance of the Chief Internal Auditor and internal audit management. 
5. Tests the design and effectiveness of internal controls to determine residual risks during the performance of audits. 
6. Obtains sufficient evidentiary data to support findings and value-added audit recommendations. 
7. Expresses opinions on the adequacy and effectiveness of the system, evaluating the efficiency with which activities are carried out, and providing corrective action to improve operations and reduce cost. 
8. Prepares draft audit reports summarizing work performed to satisfy audit objectives, reviews, conclusions, and recommendations with management. 
9. Reviews the adequacy of the corrective action taken to confirm closure of the deficient conditions.
10. Validates compliance with contractual terms, state laws & regulations, codes, and district policies and procedures. 
11. Provides consultation to management in accordance with internal auditing standards and best practices.  Safeguards District assets from inappropriate use or loss through inquiry, observation, and reporting of abuse.
12. Performs audit follow-up visits to determine the extent of implementation of audit recommendations.
13. Attends professional development training to keep informed of current best practices in auditing, construction and accounting, and new legislative, and administrative requirements.
14. Documents the tasks performed through the use of quality work papers. 
15. Provides routine status update meetings to senior management team. 
16. Performs other related duties as assigned within the appropriate skill and experience capabilities expected for this position.

Requirements

• Bachelor’s Degree in accounting, finance, engineering, or other business-related fields of study from an 
  accredited college or university or 4 years equivalent experience in a related field.
• 5+ years of progressive experience in accounting, auditing, finance, or engineering to include: 3+years’ experience in internal audit or similar role in construction. 
• Valid Texas Driver’s License with a driving record that meets the requirements of the District.
