Description

POSITION SUMMARY
Under general supervision of the Division Manager, this position performs supervisory and technical work and also participates in the daily activities and emergency activities of the field crews engaged in the construction, installation, maintenance and repair of the Township’s water distribution system. 


SUPERVISION RECEIVED 
Works under the direct supervision of the assigned foreman and indirect supervision of the Assistant Public Works and Public Works Managers.


SUPERVISION EXCERCISED 
Assumes supervisory responsibilities over workers and materials in the absence of the Foreman. 

ESSENTIAL FUNCTIONS 
•    Supervises personnel; procures equipment and supplies; prepares records and reports; assists in the maintenance of employee leave records, assists Foreman and Division Manager in budget preparation.
•    Lays out work for crews; orders job equipment and materials; aids in scheduling daily work projects; assigns personnel and equipment to projects; provides instruction as necessary.
•    Works with and assists crews in digging ditches and any related work as necessary; assists in the trench using hand tools when needed.
•    Inspects work in progress and upon completion to ensure compliance with safety standards and Township procedures.
•    Reads and interprets work orders, maintenance records, and accompanying blueprints, diagrams, and sketches. 
•    Prepares reviews and submits a variety of reports including daily work reports, accident and/or damage reports, equipment reports, material usage reports, and personnel time reports.
•    Supervises personnel; procures equipment and supplies; assists the Public Works Manager in budget preparation; maintain employee leave records.
•    Operates a variety of departmental equipment utilized in construction, maintenance and repair activities; performs a variety of skilled tasks in the maintenance of the Township’s water systems.
•    Responds to public inquiries in a courteous manner; provides information within scope of knowledge or refers to other Township staff.
•    Performs routine inspection and preventive maintenance on assigned equipment and tools; refers defects and/or needed repairs to supervisor and Central Maintenance; completes daily and weekly checklists for equipment and tools.
•    Operates trucks of various sizes and weights in the loading, hauling and unloading of various equipment and material such as gravel, sand and salt. 
•    Performs some or all of the duties of Truck Driver, Water Maintenance Worker, and Laborer as required or assigned. 
•    Inspects and/or repairs pumping stations, meters, and other elements of the water distribution systems at frequent intervals to ensure that all aspects of the systems are functioning properly.
•    Contacts the one call system for the locations of gas, telephone, power, television, water, and sewer lines from the appropriate sources prior to excavation. 
•    Performs markouts for water lines for other utilities and contractors.
•    Operates water leak detection equipment and locate leaks for repair.
•    Updates data for the distribution system installation, valve operation, and change of meters.
•    Completes inventory control and reporting of materials and time extended in a given operation.
•    Conducts safety inspections on vehicles and equipment.
•    Cleans equipment and greases machines on a regular basis. 
•    Performs all duties in conformance to appropriate safety and security standards. 
•    Must be available for snow removal and other emergencies.
•    Provides night, weekend and holiday coverage to respond to emergencies.
•    Subject to 24-hour call back period for emergency conditions.
•    Performs other related duties as assigned or required.
NON-ESSENTIAL DUTIES 
•    Serves as a ground person on the crew as required or assigned.
•    Serves as traffic flagger as required or assigned. 

KNOWLEDGE, SKILLS AND ABILITIES  

•    Working knowledge of the hazards and safety precautions common to heavy equipment operations; 
•    Knowledge of the methods, techniques, equipment and materials related to water utility operations, construction and maintenance.
•    Knowledge of principles and practices used in water utility.
•    Knowledge of effective and proper safety standards, practices and procedures relating to equipment operation, heavy labor, and the use of hand and power tools and equipment.
•    Knowledge of effective supervisory methods and techniques.
•    Skill in operation of listed tools and equipment.
•    Ability to assign work and provide direction to assigned public works personnel;
•    Ability to train employees in the safe and effective use of equipment. 
•    Ability to prepare reports; read and interpret technical manuals, work orders, blueprints, diagrams, construction specifications and/or sketches.
•    Ability to understand and follow oral and/or written instructions. 
•    Ability to communicate effectively verbally and in writing. 
•    Ability to observe proper safety precautions. 
•    Ability to establish effective working relationships with other employees, supervisors and the public. 
•    Ability to maintain records and logs.
•    Ability to perform heavy manual tasks under confined, uncomfortable conditions and varying weather conditions.
•    Ability to drive and operate a variety of equipment under varying conditions.
•    Ability to respond to emergencies on a 24-hour basis.
•    Ability to classify soils and perform as a Department of Labor and Industries competent person on excavation sites.
•    Ability to learn personnel rules and terms of labor contracts.

TOOLS AND EQUIPMENT USED 

Motorized vehicles and equipment, including backhoe, dump truck, pickup truck, utility truck, street roller, tamper, plate compactor, saws, pumps, compressors, sanders, generators, handheld water meter readers, leak detection equipment, mark out equipment, Geographic Information System (GIS) equipment, valve turning trailer, common hand and power tools, shovels, wrenches, mobile radio, phone, ditch witch, and any other necessary equipment to perform job duties.

WORK ENVIRONMENT

•    Work is primarily performed outside in varying and extreme weather conditions for extended periods of time where employees may be exposed to excessively loud noises from construction equipment, dust, and traffic. 
•    Work is occasionally performed in confined, cramped spaces
•    Employees may risk physical hazard from mechanical and electrical equipment, exposure to live sewer systems, human debris, drug paraphernalia, hot tar and asphalt, heavy equipment, working in and around trenches, hazardous gases, fumes, paint, chemicals and pesticides. 
•    The noise level in the work environment is usually loud.

Requirements

MINIMUM QUALIFICATIONS

Education and Experience:

•    High school diploma or GED equivalent and, 
•    Ten (10) years progressively responsible water experience; 
•    Minimum of 5 years’ experience as a Water Maintenance Worker.
•    Any equivalent or relevant combination of education, training, and experience.

License(s):

•    Valid New Jersey Driver’s license and CDL Class “B” required.
•    Valid NJDEP W-2 Water Distribution License required.
