Job Description
Job Summary
Reporting to the Commissioner Corporate Services, the Director Construction, Energy & Facilities Management is responsible for providing management and strategic direction for the effective service delivery of the Region’s building portfolio that includes project management for the design and construction of Region buildings and leased properties; energy management; facilities management; asset management; corporate security; and customer services. This portfolio of work supports corporate departments as well as some boards and agencies of the Region.
Education
- Post-secondary degree in Engineering, Architecture, Building Sciences or directly related fields
- An equivalent combination of education and relevant experience may be considered.
- Minimum of ten (10) years’ of direct work experience in a senior leadership position related to the full range of services associated with managing a building portfolio in a medium to large, multi-site operational setting.
- Minimum 10 year’s’ experience in contract management including procurement and vendor performance in a medium to large organization.
- Experience with long-range planning, project management, process engineering and design for large complex projects
- Knowledge of Construction, Project Management, Energy Management, Capital and Operating budget preparation,
- Facility Management, Asset Management, Accommodation planning, security, and emergency preparedness.
- Knowledge of applicable legislation, Codes, Regulations, by-laws, and industry best practices
- Project Management Professional Certification designation (or willingness to obtain upon hire)
- Eligibility for registration as an Engineer with the Professional Engineers of Ontario, or a registered Architect with the Ontario Association of Architects
- Executive Leadership training from a recognized institution is preferred
- CFM or BOMA designation preferred
- LEED AP or SFP or CEM Certification preferred
Knowledge
Responsibilities
Directs and leads the provision of CE&FM programs and services for the construction; energy management; facilities management; asset management (buildings); corporate security; and customer services programs with a focus on customer service excellence, value for money, strategic thinking, business acumen, and innovation. (30% of time)
- Ensures professional and accountable business practices are provided by the facilities management and construction programs across the full range of services offered by CE&FM.
- Working closely with the Region’s Asset Management Office, provides strategic leadership and direction for the Asset
- Management program as it relates to the Region’s building portfolio including service level, demand management, life cycle management, state of infrastructure, measurement and metrics, and capital planning.
- Monitors and improves the utilization of allocated resources including development of utilities management, energy conservation, and waste and recycling programs contributing to the Region’s sustainability objectives.
- Develops and provides strategic leadership and direction for the corporate security program including threat and vulnerability risk assessment, threat mitigation, Crime Prevention Through Environmental Design site reviews and recommendations for site enhancements, review and management of site Security hardware and access control systems, communication, notification and response coordination, and policies and procedures.
- Provides strategic direction for the corporate customer services program including the Regional Headquarters reception counter and develop multi- channel customer access functionality (telephone, chat, web, email) while providing a cost effective, modern and transparent service to Niagara residents.
- Provides strategic direction and advice with respect to facility planning and construction across corporate building portfolio; directing facilities planning and development projects through the development of project delivery strategies, client engagement strategies, contract management strategies, and procurement strategies.
- Provides expertise and guidance with respect to functional planning, construction, commissioning, quality management and contract administration for capital projects.
- Chairs Project Task Forces for large capital construction projects.
- Evaluates and recommends to business and senior management appropriate asset solutions based upon customer service, financial and strategic objectives.
- Develops service goals and objectives, policy and procedures to ensure the effective operation of the division;
- Leads the implementation of new initiatives, continuous improvement activities; develop strategies, operating policies, best practices, processes, systems, financial controls and procedures.
- Facilitates co-operation and communication among the various divisional entities within the department to ensure a consistent and coordinated delivery of services. Resolve disputes and misunderstandings through informal and formal means. Create a positive environment whereby trades persons, specialists, technicians, technologists, professionals, clerical staff and administrators can be effective in their delivery of service to clients.
- Maintains professional relationships with the facilities management, energy and construction industries, industry regulating bodies, provincial and municipal regulatory authorities, in order to ensure the Region is aware of the current issues, policies, codes and legislation which apply to it.
- Ensures facility consultants and contractors provide quality and cost effective services that are compatible with departmental and Regional requirements.
- Recognizes and promotes opportunities to offer CE&FM services under a shared services model to Regional agencies, boards and commissions.
- Oversees the negotiation, execution and review of Service Level Agreements and/or one-time Service Contracts for provision of related shared services.
- Provides strategic counsel to shared service partners on issues related to the strategic properties management.
- Conducts best practice research, identifies key performance indicators and benchmarks for all six programs, and develops solutions specific to business stream, market conditions and available staff and financial resources.
Establishes the vision and strategic objectives for Construction, Energy and Facilities Management to enable the organization and division to achieve organizational goals through the strategic business planning process. (25% of time)
- Establishes a vision and mission for the division along with strategic objectives.
- Sets priorities and benchmarking, identify performance metrics and key performance indicators for each program;
- Ensures strategy and objectives have the support of key internal and external invested parties and support Council’s strategic goals;
- Develops and maintains the facilities management, capital replacements and capital renewal programs in accordance with the Region’s asset management plan
- Develops and maintains an energy management program focused on energy conversation, environmental response and sustainability;
- Prepares consolidated forecasts for projecting costs and delivery capacity needs.
- Develops the Region’s multi-year, multi-million dollar Capital Plan for new facilities development and existing facilities renovations and capital replacements for approval by the Corporate Leadership Team (CLT) and Regional Council.
- Oversees long-term planning that focuses on meeting organization capacity or community sustainability requirements. Planning commonly extends past 3 years up to 20 years (depending on asset lifecycle).
- Develops proactive, innovative and integrated operations plans that align with the Region’s directions and needs.
- Analyzes historical data and growth trends to provide input to client business plans and budgets.
- Consults and advise CLT and Regional Council and Senior Management regarding matters pertaining to facility design, construction and operations, accommodations and facilities planning, property maintenance and energy engineering services. Address implications for the addition, relocation, expansion and redesign of facilities to optimize the effective use of Regional resources and services, including space and facilities.
- Establishes, maintains and enhances properties management performance metrics and reporting, ensuring the organization performs at or above benchmarks.
Member of the Senior Leadership Team (SLT), actively participating in the provision of leadership, strategic and business planning and corporate administrative decision making for the Region. (20% of time)
- Identifies and acts on issues and opportunities that impact Region-wide risk management, operations and effectiveness.
- Provides strategic counsel to the Corporate Leadership Team (CLT) & Council regarding technical and operational questions, improving business practices, quality control and contract management for CE&FM programs and services.
- Partners with senior leaders to identify opportunities to align efforts to achieve organizational goals and/or objectives.
- Provides strategic and technical support to other divisions / departments regarding shared services
- Recommends new programs to CLT to better meet strategic goals and provide improved services to the public;
- Authorizes, and administers the acquisition of goods and services for the operating unit and direct reports in accordance with the procurement policy and procedures;
- Provides progressive leadership and advisement in ensuring a challenging, positive and value-driven work environment;
- Chairs/participates in committees and work groups across areas and departments to address specific projects and issues.
- Promotes and models the Region’s values and ethical practices.
Develops, manages and administers annual and multi-year Capital and Operating budgets for the division, ensuring support of Council’s objectives, financial transparency and accountability, budget adherence, identifying and explaining variances and financial reporting is effectively managed in compliance with corporate financial policies. Authorize, and administer the acquisition of goods and services for the operating unit and direct reports in accordance with the procurement policy and procedures. (15% of time)
Accountable for medium to long range people resource planning for the division, determining ideal organizational structures, identifying desirable role and skill mix requirements and ensuring ongoing work quality and deliverability of results. (10% of time)
- Working through their leadership team, enables results with the organization’s human capital strategy to foster employee engagement.
- Oversees employee performance, career development, and succession planning activities, ensuring open and transparent metrics and processes are developed and implemented and opportunities are created to facilitate employee growth and development.
- Ensures focus is service excellence, effective communication between leaders and employees, transparency, innovation, and data integrity and work flow integration.
- Ensures staff is connected to corporate priorities and direction and has the information and resources to make successful plans and decisions.

- Ensures Occupational Health & Safety policies, programs and practices are implemented, maintained and integrated into all aspects of planning and decision-making within the operating unit.
- Ensures the competency and performance of the Internal Responsibility System within their department, as outlined in the Niagara Region’s Health and Safety Policy is achieved and maintained.
Special Requirements
- In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance.
- Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
- May be required to support emergency operations under the incident management structure, at the direction of the Emergency Operations Centre Director
