Position Description

Witnesses, examines, monitors, and documents construction of Texas Tech University System facility projects for quantity and quality conformance with construction documents, TTUS FP&C Building Design & Construction Standards, building and energy code conformance, as well as construction schedules. Knowledge of construction materials and methods, TCEQ Stormwater management and OSHA standards required

About the Department and/or College

Facilities Planning & Construction manages new construction and renovation projects valued over $4 million for the Texas Tech University System and its five universities.

Operating on more than a dozen locations, each university has campuses with state-of-the-art spaces where students, faculty, employees, and visitors can learn, discover and experience the first-class environment provided throughout the Texas Tech University System.

Major/Essential Functions

  • Support, encourage, and conform with the five shared values of TTUS: People First, Integrity, Community, Respect, and Exemplary Service.
  • Comply with TTUS operating policies, procedures, and administrative rules.
  • Support and promote the TTUS FP&C Mission Statement: Facilities Planning and Construction will provide Exemplary Service while delivering campus initiatives with integrity and accountability to support the vision of the Texas Tech University System and its component institutions.
  • Knowledge and skill in the use of computer software inclusive of eBuilder project management platform software, Bluebeam Revu, and other scheduling software.
  • Ensure component institutions receive projects that are built per approved construction documents and meet or exceed TTUS FP&C expectations and construction industry standards.
  • Participate in project design and construction meetings as required/requested.
  • Review submittals, shop drawings, ASI's, RFI's, CCR's, material testing reports, etc. for conformance with project requirements and to stay current on project scope for projects under construction.
  • Participate in project design development reviews as directed using Bluebeam Revu.
  • Observe, track, monitor, and report on construction activities and conformance with approved drawings/specifications, project requirements, and standards to TTUS FP&C project administration throughout the Construction Services phase.
  • Submit weekly Field Observation Reports (FOR) through all phases of construction documenting construction progress, systems testing, requested inspections, and milestones using Bluebeam Revu.
  • Witness all inspections required by contract documents as well as all required IBC special inspections.
  • Assist in the coordination of campus utilities and infrastructure shut-downs/closures with component institutions and other TTUS departments.
  • Provide support to projects by monitoring and ensuring compliance with OSHA health and safety regulations.
  • Other duties and responsibilities as required.


Required Qualifications

Associates or Bachelors degree. Additional job training, experience and education in the construction industry may be considered a substitute for higher education.

  • Ability to record field data and compile field reports
  • Ability to work additional and/or nonstandard hours, as required 
  • Ability to read specifications, working drawings, and analyze constructed conditions
  • Ability to prioritize, stay focused, set clear milestones and execute 
  • Possess sound technical judgment 
  • Possess effective speaking and written communication skills 
  • Demonstrates strong ethical behavior and candor
  • Enthusiastic team player with a passion to work and learn in a demanding and fast-paced environment 
  • Computer skills in Microsoft Office Suite, Bluebeam and eBuilder
  • Relevant licenses, registrations, and/or certifications are not required but may be submitted for consideration for potential employment


Pay Statement
