Job Description – Water Crew 1-5
Job Title: Water Crew 1-5
Department: Water
Reports To: Water Department Foreman ROINC
Employment Status: Bargaining Unit – AFSCME General Unit
Pay Rate per Hour: Water Crew 1-5, starting wages dependent on experience and certifications per AFSCME Contract Wage Schedule $30.13-$42.84 hourly
Hours: The usual hours for this position will be 7:00 AM to 3:00 PM, Monday through Friday. These hours will change to meet the operational needs of the city as per the AFSCME Bargaining Agreement. This includes work call-backs and shift changes.
Essential Duties & Responsibilities
The following duties are essential. Other duties may be assigned:
Operate all aspects of Water Treatment Plant Equipment
Maintain water quality to meet IEPA/EPA governed limits
Ensure public drinking water safety
Report water data
Adjust chemicals to maintain safe drinking water
Maintain Water Plant Equipment
Clean Water Plant Equipment
Operate Pumping Stations
Conduct required testing
Handle and utilize chemicals
Install mains, pipes, valves, meters, and other equipment
Inspect new or repaired facilities
Perform utility locates
Assist with meter readings, postings, and/or other duties to assist billing
Coordinate all aspects of meter installation, removal, repair, and troubleshooting
Assist with water service to customers, including service shutoff
Ensure and verify compliance with backflow prevention programs
Ensure and verify compliance with City water and sewer ordinances
Perform hydrant flushing and maintenance
Perform valve exercising
Perform on-call utility infrastructure repairs
Clean and maintain department equipment
Lift 50 lbs. and climb stairways
Operate a computer, input data into spreadsheets, and other various programs
Assist with new construction, plant/distribution/system modifications, and/or plant/distribution/system repair plan reviews
Perform snow plowing duties
Participate in cross-functional training and/or other duties as assigned
Qualifications
Valid Illinois Driver’s License (minimum, CDL “B” required) If the selected candidate does not already possess a Class B CDL endorsement they must obtain it within two (2) years of hire. The employer will assist with training once a reimbursement agreement has been agreed to.
Valid IEPA Class A-D Water Treatment Operator Certificate / License. If the selected candidate does not already possess a Class A-D certification, they must obtain at minimum a Class D (In-training) within eleven (11) months of hire. The employer will assist with training once a reimbursement agreement has been agreed to.
Education and/or Experience:
High school diploma or GED, and one year of responsible experience in building and mechanical equipment maintenance and repair, or an acceptable combination of education and experience
Maintain a valid CDL Class B Driver’s License
Proficient in the use of hand and power tools
Familiar with the sampling, reporting, record-keeping, and operational regulations set forth by the IEPA pertaining to surface water plant operations
Familiar with the operations, sampling, reporting, and maintenance of a deep well, including chlorination
Familiar with SCADA systems, PLCs, VFDs, and water booster station operations
Ability to troubleshoot plant shortfalls and adjust plant chemistry based on river and weather conditions
Language Skills:
Ability to read and comprehend simple instructions, short correspondence, and memos
Ability to write simple correspondence
Ability to effectively present information in one-on-one and small group situations
Mathematical Skills:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals
Ability to compute rates, ratios, and percentages, and interpret miscellaneous drawings and schematics
Reasoning Ability:
Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions
Ability to deal with problems involving a few concrete variables in standardized situations
Certificates, Licenses, and Registrations
Valid Illinois CDL Class B Driver’s License
Valid Class D In-Training IEPA Water Treatment Certificate/License

Frequently lift 50 lbs. and/or move more than 100 pounds
Specific vision abilities required include close vision, distance vision, color vision, and depth perception
Work Environment

Moving mechanical parts
Harsh weather conditions, including heat, cold, wet, and/or humid conditions

Occasional confined spaces

Toxic or caustic chemicals (which may require the use of a breathing apparatus, i.e., respirator)
Risk of electrical shock
Vibration
The noise level in the work environment is usually moderate to occasionally loud. All employees are required to adhere to all safety rules and regulations at all times, while working on city property, residential private property, or operating city vehicles or equipment. This includes all OSHA safety standards, Department of Labor guidelines, and those set forth by the City of Wilmington.
