Position Summary
The Senior Construction Manager / Construction Management Representative (CMR) will provide full-time, on-site construction management services for the Morefield Waterline Replacement Project at Mesa Verde National Park. This role supports the Government by observing, documenting, and reporting construction activities to ensure compliance with contract documents, approved plans and specifications, applicable building codes, safety regulations, project schedules, and cost requirements.
The CMR will serve as the Government's technical observer and administrative manager for the project, overseeing construction progress for a five-mile high-pressure waterline installation utilizing both open trench and horizontal directional drilling methods. Responsibilities include monitoring quality, safety, and workmanship; reviewing schedules, payment requests, cost proposals, submittals, RFIs, and certified payrolls; facilitating inspections and meetings; and maintaining complete and accurate project documentation within the designated construction management system.
The position requires extensive experience in civil utilities and municipal waterline construction, strong knowledge of federal construction processes, and the ability to operate independently in a remote national park environment while maintaining professional, neutral communication and strict adherence to Government reporting and communication protocols.

Essential Duties and Responsibilities
Provide full-time, on-site construction management services as the Government's Construction Management RepresentativeObserve, document, and report contractor performance related to progress, quality, workmanship, safety, and compliance with contract documents and applicable codesPrepare detailed daily construction reports, including photographic documentation, and upload reports weekly into the designated CM software systemMonitor contractor compliance with Accident Prevention Plans (APP) and applicable safety regulations; attend contractor-led safety meetings and document issuesReview and interpret construction schedules to evaluate progress and identify impacts or delaysReview monthly baseline and schedule updates; complete and submit required DSC schedule review checklists and logsReview contractor payment requests to verify completed work aligns with approved activities, percentages, and costsAnalyze cost estimates and proposals broken down by prime and subcontractor labor, equipment, materials, overhead, and profitAssist the Government in defining, documenting, and tracking scope changes, differing site conditions, and contract modificationsReceive, log, review, and track all submittals, RFIs, Division 01 requirements, materials, and equipment for completeness and complianceReject incomplete or non-compliant submittals or RFIs and require resubmission prior to forwarding for reviewVerify construction materials and equipment upon delivery align with approved submittals; immediately notify the COR of discrepanciesReview Construction Contractor Quality Control (CQC) Daily Reports and compare with CMR Daily Reports; notify the COR of inconsistenciesReview certified payrolls and payroll logs weekly for Department of Labor compliance; notify the Contracting Officer of discrepancies and assist with resolutionConduct labor interviews and document using SF1445 Labor Standards Interviews, interviewing at least one employee per on-site companyArrange, attend, facilitate, and document project meetings including weekly progress meetings, inspections, AE/AHJ coordination meetings, and negotiationsComplete and distribute meeting minutes within one business dayFacilitate substantial completion inspections and review AE deficiency lists; prepare cost estimates for corrective workReview O&M manuals, warranties, guarantees, and closeout documentation for completeness and complianceAssist the Government with documentation related to contract changes, RFPs, negotiations, disputes, and maintain organized RFP logs and filesEducation, Experience, and Technical Skills
Required Education, Experience, and Technical Skills
Bachelor's degree in Construction Management, Engineering, or related fieldActive Professional Civil Engineer (PE) LicenseMinimum 10 years of experience in construction management and/or trade supervision for civil utilities constructionDirect experience required in:Municipal waterline constructionPipeline infrastructureHorizontal Directional Drilling (HDD)OSHA 30-Hour CertificationAbility to read, interpret, and apply construction contracts, plans, specifications, and schedulesPhysical ability to walk, climb, and traverse active construction sites dailyMust have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travelMust have or be able to obtain and maintain a valid driver's licensePreferred Education, Experience, and Technical Skills

This position primarily operates in a professional office setting with standard office equipment and a quiet, climate-controlled environment. While in the office, there is no regular exposure to loud noise, hazardous materials, or heavy machinery.
This role also requires periodic travel to project sites, including locations undergoing renovation or active construction. During site visits, the employee may be exposed to non-temperature-controlled environments, construction noise, dust, and other typical conditions found on job sites. Appropriate personal protective equipment (PPE) may be required during these visits, depending on site conditions. While on site visits, an individual in this role will be required to work typical hours at the request of the client or role demands.
Physical Demands
Sitting/Standing: This is not a sedentary role. This role requires the ability to be on your feet moving around a construction site for most of the day interacting with contractors, contractor representatives, and inspecting the construction work that is being performed.
Walking: This role requires the ability to move about outside in various geographic and building terrains to access a construction site to provide quality assurance services.
Stooping/Kneeling/Crouching/Crawling: This role requires stooping, kneeling, crouching, crawling, and ladder climbing to inspect all aspects of building construction to foundations, crawlspaces, and roofs.
Using Hands/Fingers: This role constantly operates technological office equipment such as laptop, mouse, keyboard, computer monitors, telephones, and scanners, copiers, and fax machines.
Talking/Hearing: This role requires constant communication with others in the organization to exchange information, review information, and make decisions about information.
Seeing: This role requires the ability to see, view, and distinguish all aspects of construction to ensure quality control.
Carrying/Lifting: This role requires lifting up to 30 lbs to transport technological office equipment, safety equipment, and other needed construction items to and from various workspaces.
