- Construction Plans Examiner II

- The Construction Plans Examiner II performs professional and technical duties related to the examination of construction plans for residential and commercial structures for compliance with building and other adopted codes, accessibility standards and City, State and Federal laws, policies and regulations.

Essential Functions
- Examines residential and commercial and construction permits for compliance with adopted city building codes and standards.
- Examines residential and commercial construction permits for compliance with accessibility requirements.
- Responds to code compliance inquiries of architects, engineers, designers, contractors, the general public, and other city
staff; applies excellent customer service and handling methods at all times. - Prepares required or special reports on tasks assigned.
- May review proposed code revisions.
- May assist in the investigation of allegations regarding improper construction and dangerous structures.
- May assist in preparation of cases for prosecution in court and may testify in court concerning violations of building codes.
- References city maps, GIS and ArcView systems; consults with other city staff to verify zoning, historic code requirements,
and past Planning Commission decisions that may affect a construction permit; Verifies zoning and other special overlay
districts and review or consults with other city staff regarding compliance with city land development code regulations. - Participates in the intake and issuance of construction permits; accurately enters and retrieves construction permit information
utilizing City’s iSeries and SunGard Public Sector software application for Community Development – Building Permits
System; may verify construction permit submittal information including technical data, construction valuation, applicable fees,
and contractor licensure; may conduct field investigations to verify on-site conditions. - Periodically reviews information regarding new building and construction methods, materials, equipment and codes to stay
current in the field and commensurate with the International Code Council (ICC) certification level. - Mentors lower level staff.
Knowledge, Skills, and Abilities
- Knowledge of International Code Council (ICC) Residential Code (IRC), New Mexico Residential Building Code,
International Building Code (IBC) and the New Mexico Commercial Code. - Knowledge of the Uniform Plumbing and Mechanical Code and the National Electric Code and related regulations.
- Skill in reading, understanding and interpreting construction plans including specifications, calculations and details.
- Skill in land descriptions, surveys, legal descriptions, maps and aerial photographs.
- Skill in reading, interpreting and applying applicable regulations and laws.
- Skill in identifying code deficiencies, and prioritizing work assignments in order to meet deadlines, and operating
computer equipment and software programs utilized by the City. - Ability to understand and explain City policies and the review process.
- Ability to establish effective working relationships with others as a team and with the public.
- Ability to assist customers in resolving code issues.
- Ability to communicate effectively, both verbally and in writing.
- Ability to complete plan review within established timeframes.
- Ability to maintain complete and accurate records.
Education Requirement
- High school diploma.
Experience Requirement
- Three (3) years of experience in reviewing residential and commercial construction plans for compliance with building codes and
City, State and Federal regulations.
Education and Experience Equivalency
One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school
education. Additional appropriate education may be substituted for the minimum experience requirements.
Licensure and Certifications
- Must possess and maintain an International Code Council (ICC) Residential Plans Examiner Certificate (R3) at the time
of appointment. - Must possess and maintain and International Code Council (ICC) Building Plans Examiner Certificate (B3) at time of
appointment. - International Green Construction Code (IGCC) Inspector/Plans Examiner with ASHRAE 189 (GC) Certification is
desirable. - Must possess a valid driver’s license.
Special Requirements
- Must obtain a City of Santa Fe driver’s permit within three (3) months of hire.
Physical Requirements
- Tasks require a variety of physical activities not generally involving muscular strain. Periodic walking, standing, stooping, bending,
sitting, and reaching are required in the normal course of essential job duty performance. Lifting up to 25 pounds required.
Speaking, hearing, and seeing are essential to the effective performance of position tasks. Common hand and finger dexterity is
required for most essential functions. Mental application includes memory utilization, emotional stability, and discriminating
thinking.
