MMSD is seeking qualified candidates for the position of Construction Engineer in the Technical Services Division. Reporting to the Construction and Survey Manager, you will assist with project management and/or construction management duties for assigned MMSD capital and operations and maintenance (O&M) contracts. You will effectively facilitate and administer MMSD projects, coordinate project activity with internal and external stakeholders, and develop cost effective solutions to sewerage, water quality, and flood protection concerns. You will also provide construction management and inspection services for material capital repair or replacement (MCRR) projects.
Essential Duties and Responsibilities
- Manage construction and MCRR contracts to ensure that all provisions of the contract comply with contract documents, regulations, MMSD policies and procedures, standards, and design criteria.
- Prepare and process all required construction management documentation including submittals, change orders, engineering estimates, claim analyses, correspondence, MMSD standard construction management forms, and red line drawings.
- Collect and analyze project background information in preparation for design phase activities.
- Troubleshoot contract-installed materials and equipment and interact with stakeholders to identify problems and plans for resolution.
- Review contract plans and specifications, prior to bidding, for constructability issues. Perform document reviews on contract plans and specifications developed by consultants to ensure the project as designed meets the objectives of the project as scoped.
- Cover construction inspection as needed.
- Complete special projects as assigned.
Requires the use of safety glasses and shoes, hardhat, hearing protection, coveralls, rain gear, gas detector, and self-rescuer as dictated by the location and type of work being performed.

Requirements
- Bachelor's degree in construction management, civil/environmental/mechanical engineering, or a related engineering degree.
- One year of job-related experience (advanced education degrees will be considered in lieu of experience).
- Strong written and verbal communication skills.
- Ability to read, interpret, and work with blueprints, specifications, and plans.
- Knowledge of and the ability to apply various construction codes and standards.
- Ability to keep accurate and detailed records and field notes. Contribute to detailed technical reports.
- Ability to establish and maintain effective public and working relations.
- Ability to apply knowledge of OSHA confined space entry procedures and to use surveying and field-testing equipment.
- Computer proficiency in Microsoft Office and GIS software.
- Valid driver's license and a good driving record at time of application, during the selection process, and throughout employment.

Physical Requirements:
- This work requires occasional exertion of up to 50 lbs. of force.
- Work regularly requires speaking or hearing. Work frequently requires standing and walking, sitting, using hands, climbing or balancing, kneeling or crawling, reaching with hands and arms, smelling, and pushing or pulling.
- Ability to access a confined space through a 20-inch diameter opening.

Environmental Exposures:
- Work frequently requires exposure to fumes or airborne particles, wet/humid conditions (non-weather), moving mechanical parts, high/precarious places, toxic or caustic chemicals, outdoor weather conditions, extreme heat (non-weather), and risk of electrical shock.
- Work is generally in a very loud noise location.
